1596 Exchange

1596 Exchange is a new 50-unit affordable housing community located in Astoria’s Downtown Historic District. Developed in partnership with Northwest Oregon Housing Authority (NOHA) and Community Development Partners (CDP), the project expands NOHA’s existing Owens Adair campus, creating a combined 96 affordable homes for older adults, people living with disabilities, and individuals exiting chronic homelessness.

Designed by Jones Architecture, the four-story building provides a mix of studio and one-bedroom apartments serving households earning between 30% and 60% of area median income. Located within walking distance of downtown services, transit, and amenities, the community was intentionally planned to support independent living while connecting residents with the resources they need to thrive. On-site resident services are provided by Clatsop Community Action, offering support and housing stability programs for residents across both the new and existing campuses.

The development transforms an underutilized parking lot into much-needed affordable housing while respecting the character and history of Astoria’s downtown. The design incorporates durable materials that meet Historic Landmarks Commission standards and acknowledges the site’s cultural significance through outdoor community spaces that celebrate the region’s Indigenous heritage.

Built to achieve Earth Advantage Gold certification, 1596 Exchange incorporates sustainable features, including a rooftop solar array designed to offset common-area energy use and provide emergency power capabilities. Completed in April 2026, the project represents an important investment in affordable housing and supportive services for Clatsop County residents.
