72Foster is a four-story, 101-unit affordable housing development located at the intersection of SE 72nd Avenue and Foster Road in Portland’s Foster-Powell neighborhood. Developed by REACH Community Development, the project offers a mix of studio, one-, two-, and three-bedroom apartments tailored to intergenerational households. Twenty of the units are supported by Project-Based Section 8 vouchers, while the remaining 81 serve households earning up to 60% of the area median income. The building includes 7,738 square feet of ground-floor commercial space, a community room with a kitchen, a rooftop lounge, and a landscaped courtyard. A breezeway through the building provides pedestrian access and accommodates a fiberoptic utility easement beneath the site.

The project incorporates a 106.5-kW rooftop solar array to offset energy use in common areas and includes 32 surface parking spaces, bike parking, and laundry facilities. The site is located across from the Portland Mercado and is well-served by multiple TriMet bus lines. Community engagement played a key role in the design process, with REACH partnering with the Asian Health and Service Center to ensure culturally specific outreach and services. The development reflects a commitment to affordability, sustainability, and neighborhood integration.
