Colonia Paz is a multi-phase affordable housing development located in Lebanon, Oregon, designed to serve farmworker and workforce families in Linn County. The project includes Colonia Paz I, a 24-unit community completed in 2022, and Colonia Paz II, a 116-unit expansion built on an adjacent site. Together, the two phases provide 140 units of affordable housing across a 9.6-acre property. The development features a mix of one-, two-, and three-bedroom apartments, with shared amenities such as a community room, playground, laundry facilities, and a community garden. The site was selected for its proximity to agricultural employment and essential services, supporting both accessibility and resident stability.
The construction of Colonia Paz II required a strategic consolidation of planned phases to secure financing and manage rising construction costs. The development team utilized a combination of 4% Low-Income Housing Tax Credits, tax-exempt bonds, and LIFT funds to cover the $33 million project cost. Despite challenges such as interest rate increases and construction delays, the project was completed with a focus on long-term affordability and community integration. On-site services include youth programs, workforce training, and financial literacy classes, supporting residents’ broader needs beyond housing.
