Hayu Tilixam is a 50-unit affordable housing development located in Portland’s Cully neighborhood. The four-story building includes a mix of studio, one-, two-, and three-bedroom apartments, with nine units designated as Permanent Supportive Housing. The project was developed to serve low-income households, with a focus on Native American and BIPOC families. Located near NE Prescott Street and NE Cully Boulevard, the site offers convenient access to schools, transit, and essential services. The building features active ground-floor uses, including a community room, residential lobby, and support spaces, along with an elevated second-floor courtyard for resident gatherings.
The development was a collaboration between Community Development Partners and the Native American Youth and Family Center (NAYA), with services provided by NAYA and the Native American Rehabilitation Association (NARA). Construction was completed in 2022, with the project achieving Earth Advantage Platinum certification. Funding was provided through a combination of Portland Housing Bureau bond funds, 4% Low-Income Housing Tax Credits, and tax-exempt bonds. The design and programming reflect a culturally specific approach, offering residents access to case management, health services, and community-based support tailored to Native American traditions and values.
