Las Flores is a 171-unit affordable housing development located in Oregon City, designed to serve a diverse range of households including agricultural workers, low-income families, and individuals transitioning out of homelessness. The site includes seven residential buildings arranged around a central green space, with a mix of one- to four-bedroom apartments—75% of which are two-bedroom or larger. The development incorporates a variety of outdoor amenities such as walking paths, a community garden, children’s play areas, and picnic spaces, all within a park-like setting that preserves mature trees on the property. A community building with a demonstration kitchen and event space supports resident programming and engagement.
The project was developed through a partnership between Community Development Partners and Hacienda CDC, with funding from 4% Low-Income Housing Tax Credits, Agriculture Workforce Housing Tax Credits, Metro Bond funds, and a Section 8 contract providing 70 project-based vouchers. The design emphasizes long-term affordability, sustainability, and accessibility to nearby services, including Clackamas Community College. Resident services are provided on-site by Hacienda’s Youth and Family Services and Northwest Housing Alternatives, supporting stability and community connection for high-barrier households.
