Rockwood Village is a 224-unit affordable housing development located in the heart of the Rockwood neighborhood in Gresham, Oregon. The project consists of five residential buildings and a centralized community building, offering a mix of one- to four-bedroom apartments. Forty-seven of the units are deeply affordable, reserved for households earning 30% or less of the area median income. The development also includes Neighbors Park, a new public green space with walking paths, play areas, and community gardens. A new street bisects the site, improving pedestrian access to nearby transit, retail, and services.
The project was co-developed by Community Development Partners and Hacienda CDC, with design by Waechter Architecture and PLACE Landscape Architecture. Construction began in January 2020 and was completed in April 2022. Funding sources included Low-Income Housing Tax Credits, Metro Affordable Housing Bond funds, and support from Oregon Housing and Community Services. The site was designed to promote walkability, safety, and community engagement, with infrastructure that supports both pedestrians and cyclists. Resident services are offered through the on-site community center, focusing on youth programs, economic opportunity, and cultural enrichment.
